Why dont they give convicted child molesters life?

like this guy in our town that was recently released from prison who is a cl 3 highest risk to the community because he repeatedly had with a 10 year old girl, he was just seen at the local park playing with kids,, here ther is no law that says he cant go to the park and he lives near a school, about a hlf a block,, why didnt they just give him life,, he obviously cant be trusted in society
