Ok so why does Gretchen Wilson mentions Dolly Parton in her song "California Girls" if Dolly is from Tenn?

Could "California Girls" be labeled as a Protest Song? I mean protesting against the unnaturally skinny models that made so many young girls to become anorexic, what do you think?
