Aren't all versions of Windows compatible with digital cameras as long the software's loaded?

My computer's running Windows 2000 Professional. My camera is a Canon PowerShot A510. The software, including the TWAIN Driver, has been loaded from the CD. I connect the camera to the computer. The camera is installed, but when I power up the camera, no images appear. It seems the computer isn't "recognizing" my camera.
