Question on topology?

Is a cylinder considered topologically equivalent to a strip of paper which is joined at the end after making one full twist (i.e. one more half-twist than the mobius strip), and if so/not, why? It is clear that there is something different about the surfaces but I can't find any purely topological way (polygons, algebra etc) of detecting the difference...
