Why was even FDR against unions for government employees?

An interesting quote. The only criticism I would offer is that he grew up and later governed in a time that was considerably less union friendly in general. To say a modern day FDR would think the same way is a stretch. It's possible, but not necessarily. It's like asking a liberal from that era their opinion on gay marriage. Societal views in general have changed.
