Are the new England states good places to live?

I'm a Brit living in California (San Fran bay area) but I find it too sunny, clean open and huge:). I might sound odd but I miss colder weather, warmer people, hustle bustle and congestion. I'm thinking of moving to the north east. Would anyone recommend it? Where would be a nice place to live? Are the people friendly? Any info would be gratefully received, thanks for your help!
